Critical Commentary
Mahul is a fishing village in Mumbai, bounded by refineries and chemical factories, and gas pipelines. It is also a part of Mumbai's eastern seafront. The Mahul Project Affected Persons (PAP) township, or the 'Eversmile Layout', is meant to house over 80,000 persons displaced across Mumbai to develop Mumbai's stormwater disposal system, for road-widening and metro construction projects. Both the National Green Tribunal (NGT) and IIT Bombay have recognised it as one of India's most toxic spaces imposed on displaced persons.
